What was announced

At an Axios Live event on October 27, 2026, Mayor Cherelle Parker said Citizens Bank had signed on as the first lender for the planned “One Philly Mortgage,” and that the city is in talks with other banks, Axios reported. The city is aiming to launch by the end of 2026.

  • A 30-year fixed-rate loan for first-time buyers at 1 percentage point below market rates.
  • Down payments capped at 3%.
  • No private mortgage insurance. Instead, the city would set up a reserve fund to cover lender losses if borrowers default.
  • Eligibility for households up to 120% of area median income, as reported by The Philadelphia Inquirer.

Status: not open yet

As of the original newsletter date, the program was not accepting applications. The Philadelphia Housing Development Corporation says guidelines and the application process are still being finalized. Proposed rates and terms should be confirmed once official program documents are released.

The mayor’s example of a 620 credit score was reported by The Inquirer as a planned threshold, but a final published minimum and lender underwriting rules have not been released. Lenders will still review credit.

What this means for your credit

  • Lenders still check your credit. A city-backed program doesn’t remove credit review.
  • Check your reports now. Reviewing all three reports and disputing any genuine errors ahead of time can help you be ready if and when the program opens.
  • Wait for official terms. Rely on published city and lender guidance, not early descriptions.

The takeaway

Homebuying with less-than-perfect credit comes up often in Reddit credit communities. Philadelphia’s plan could become one option for local first-time buyers, but for now it is a proposal on its way to launch, not an open program.
